Route 1 North Infrastructure Project, 2020-2022

In 2020 the Town Council authorized the preparation of a Preliminary Engineering Plan and Cost Estimate for the infrastructure component of the 2017 Route 1 North Vision Plan. This plan was developed in 2017 by an ad hoc Route 1 North Committee and endorsed by the Town Council.

The project involves the Route 1 section between Bucknam Road and the Cumberland Town line and the Johnson Road section between Middle Road and Route 1.

Through a competitive process Greenman-Pedersen, Inc. was retained to assist the Town with this work.

The anticipated construction work includes:

  • a shared use path and sidewalk along Route 1,
  • modifications to the Johnson Road/Route 1 intersection (incl. crosswalks),
  • a sidewalk for the north side of Johnson Road between Middle Road and Route 1,
  • bus shelter improvements, and
  • wastewater force main improvements.

A second Public Forum was held via Zoom on May 19, 2021. Here are the video and the presentation of that event. Among other items, this forum presented progress on the Infrastructure Plan, including consideration for a potential roundabout at the Route 1-Johnson Road intersection. Preliminary design plans and cost estimate were completed in June 2021. The plans and estimate were reviewed by the Town Council and MaineDOT. On July 12, 2021 the Council adopted a resolution to:

  • Accept the Preliminary Design Report and cost estimate developed by Greenman-Pedersen,
  • Direct the Town Manager to develop a Proposed Financing Plan that incorporates the project into Tax Increment Financing Development Plans and other financing programs, and
  • Authorize the Town Manager to prepare an Amendment to the Route 1 North Tax Increment Financing District for review by the Town Council.

The TIF amendments are being reviewed by the Council in winter 2021-22. Construction is not anticipated to start until 2023-2024.
