Summary

Introduction of an application from Homestead, LLC for a contract zone to develop a multi-lot development on Gray Road and a discussion on progress to date.

A public comment period will not be included.

Description

Homestead Acres, LLC has completed the concept review for their proposed multi-lot development. The CDC issued findings on July 14, 2017.  A formal application was reviewed by the Planning Board on September 5, 2017.  The ordinance, Section 19-26.5, prescribes that the next step in the review is the Town Council.  The Council met on October 11, 2017 and directed the applicant to review and respond to staff, public and Planning Board comments.  Attached are a revised packet of materials submitted by the applicant and a staff memo reviewing the progress to date and the remaining procedural requirements along with a letter of introduction from Councilor Kitchel.

The Town recently commissioned Stantec to review other options for the overall Route 100 sewer plan and asked them to review the Homestead proposal to determine whether there would be any adverse impact on the town's system. The attached report indicates that Homestead, as proposed, could help the town redesign its Route 100 project and reduce the costs.
