Summary

Order to appropriate $92,660 from the Route One South, Route One North, West Falmouth Crossing, and OceanView-Natural Gas Tax Increment Financing Districts for the installation of wayfinding signage in Falmouth as recommended by the Community Development Committee on March 20, 2018.

A public comment period will be included with this item (3 minutes).

ACTION: Council action is anticipated.

Description

BACKGROUND

The Community Development Committee (CDC) worked with sign designer LandWorks on a Wayfinding Plan for Falmouth since June 2014. The final draft Wayfinding Plan was recommended by the CDC on April 13, 2015. This plan was arrived at with public input at two community forums and includes sign designs, locations, destinations, and cost estimates. On April 27, 2015, the Town Council authorized proceeding with Phase 2 Wayfinding services: final specifications, bid documents, and installation assistance.

Since that time, staff re-evaluated the scope and cost of this project and developed a scaled-back proposal. On March 20, 2018 the CDC reviewed the revised sign proposal and supported the staff recommendations. Since March 2018 staff contacted seven sign companies and obtained several quotes for the recommended program (option B signs plus one large Gateway sign). The following quotes were received:

  • Bailey Sign       $92,660
  • Sign Concepts  $110,500
  • Burr Signs         $120,410
  • Neokraft            $128,867

RECOMMENDATION

Staff recommends that Bailey Sign be awarded the contract for the installation of the revised sign program and that the Council appropriate $92,660 from the combined four Tax Increment Financing Districts in Falmouth for this purpose.
