Description

Background:

On May 29, 2019 and December 9, 2019 the Town Council approved two resolutions pertaining to the community vision and values project. The two resolutions addressed seeking the assistance of a professional consultant to work with the public to develop a vision and values for the Town using robust public input.

In December the Town prepared, and widely distributed, a draft Request for Qualifications (RFQ). In January the Town received thirteen submissions in response to the RFQ. In February an ad hoc Review Team consisting of two Councilors, Town Manager, and Director of Long Range Planning, reviewed all submissions and interviewed six consulting firms. The Review Team recommended Future iQ as the best qualified candidate.

At the February 24, 2020 Council meeting, the Council expressed support for staff to work with Future iQ to develop a draft Scope of Services and cost proposal. 

At the March 9, 2020 Council meeting, the Council approved a supplemental appropriation of $63,000 from unassigned fund balance for Future iQ to assist the Town with the community vision and values project.

The Council entered into a contract with Future IQ in March. 

Current Status:

At this meeting, the Council will discuss the status of the community vision and values project in light of the Council suspending its work plan due to the COVID-19 outbreak, the current economic uncertainty, and the revised FY21 Town Budget. At this time, Town Manager Nathan Poore is recommending suspending the project. He has been in contact with Future IQ and the consultant respects the Town's needs.
