Since late 2015, the Town has been exploring the feasibility of installing a large-scale solar photovoltaic system on the Woods Road capped landfill. Due to recent changes in State Solar Legislation, this project has become more feasible for the Town. 

At the October 16, 2019 Council meeting, Kimberly Darling, Energy and Sustainability Coordinator, and Pete LaFond, Chair of the Recycling and Energy Advisory Committee (REAC) delivered a presentation on the project. An RFP was issued on October 21, 2019. At the February 10, 2020 Council Meeting, staff presented an update on the 9 proposals submitted and outlined the evaluation process. Staff recommended that the Town Council authorize staff to develop a contract with Tangent Energy Solutions through a Power Purchase Agreement (PPA).

At this meeting, staff will deliver a presentation regarding the present status of the project, the preliminary site plan of the array, the project schedule’s major milestones, next steps regarding electrical requirements, and next steps regarding environmental and permitting requirements. The Council will consider an order to authorize the Town Manager to execute the Power Purchase Agreement with Tangent.
