Summary
Order to authorize the Town Manager to execute a Memorandum of Agreement between the Town of Falmouth and the Maine Association of Police.

Description
The FY2020-2021 Budget approved by the Town Council on May 11, 2020 included that the 2.5% employee cost of living adjustment increase be deferred from July 1, 2020 through December 31, 2020. This action required negotiation with the Maine Association of Police (MAP), the bargaining agent for the Falmouth Police and Dispatcher bargaining unit. The Town and MAP have concluded those negotiations. The attached proposed memorandum of agreement provides hazard pay equivilant to $2 per hour in addition to the regular base rate of pay for all patrol officers and disptachers retroactive to and effective as of March 13, 2020, and end May 17, 2020 in exchange for the deferral of the 2.5% wage increase through December 31, 2020. The hazard pay is consistent in value with COVID-19 related compensation offered by other Maine municipalities.
