Legacy Award

The Legacy Award recognizes residents of Falmouth whose volunteer efforts have contributed to the improvement of our community’s civic, educational, recreational, and/or charitable organizations over a period of many years and whose contributions have left a lasting legacy for future residents of Falmouth. This is a very special award only given in cases of exceptional service to the Falmouth community.

David Halligan

On June 25, 2021, at the Town's annual Municipal Recognition Ceremony (held virtually), David Halligan, Sr. was awarded the Legacy Award

In his remarks, Falmouth Town Councilor Ted Asherman stated: "This year, the Town Council would like to recognize Mr. David Halligan, Sr. with the Falmouth Legacy Award in commemoration of his lifetime of service to Falmouth. 

Mr. Halligan has lived in Falmouth for over 65 years. He and his wife Janet raised 7 children here. Mr. Halligan was the first man to serve as President of the Falmouth Elementary School Parent Teacher Association. He initiated the first Spring Fair to raise money for the school and continued to organize this fair for many years. 

Mr. Halligan was one of the founders of Falmouth Little League back when there were too many children wanting to play baseball in the Suburban League and not enough spots to accommodate them. He raised money for uniforms and equipment by selling sodas and snacks out of the trunk of his car. Working countless hours, he put in the time and labor to create the fields that would become the little League complex that serves Falmouth still.

Mr. Halligan was a volunteer firefighter for 53 years, 10 as Deputy Chief. As Captain of station three, he organized the annual Halloween party for the children of his station. This tradition grew to include all the stations in town and continues today. To this day, Mr. Halligan also places fire dept flags on the graves of deceased Engine 3 volunteers every Memorial Day.

Dave is an active and proud member of the American Legion Post 164 currently serving as chaplain. He was part of the committee that brought the original Veterans Memorial to the Four Corners. Mr. Halligan participated in the Memorial Day parade every year since he arrived in Falmouth either as a scout leader, a coach, a fireman, or a veteran. 

Dave was a scout master for the Boy Scouts and, with the help from men in his neighborhood, was instrumental in building and bringing a Pinewood Derby track to Falmouth. At age 92, Dave still follows Falmouth athletics religiously. He has been sitting in the stands cheering on the Blue & Gold for well over 60 years.

This represents a lifetime of volunteerism to our town with many initiatives continuing to today. His time was his treasure and he gave generously from it. In light of this exceptional record of service to the Town of Falmouth, the Town Council felt that Mr. Halligan’s contributions met the very high standard for the Legacy Award. Mr. Halligan, on behalf of the thousands of Falmouth residents --- children and adults – who have benefited from your generosity and dedication, we thank you for your lifelong service to Falmouth. Congratulations, Mr. Halligan!"
