Revised Town Mask Policy 

Throughout the pandemic, the Town of Falmouth has closely monitored COVID-19 case rates in Cumberland County and followed the guidance of the Federal and Maine Centers for Disease Control (CDC). Due to the CDC’s designation of Cumberland County's community level as "high," the Town of Falmouth will once again require masks for all staff and visitors indoors at all Town offices and facilities regardless of vaccination status beginning today, Friday, May 20, 2022.

Falmouth will continue to review CDC data regarding transmission levels in Cumberland County and current CDC guidelines to determine if changes are appropriate. Changes and updates to this policy will be communicated to residents via E-Alerts, social media, and the Town website.


Falmouth Fire-EMS Annual Awards

Falmouth Fire-EMS annually recognizes outstanding service among its members. Since the pandemic began, awards, normally presented at an annual banquet, have been given to recipients during lunches and trainings. The following 2021 awards were presented over the past week.

RECRUIT OF THE YEAR: Presented to the recruit who best exemplifies the conduct required of a Falmouth Fire-EMS member and continually demonstrates a dedication and commitment as well as excellence in job performance.

Assistant Chief Jay Hallett presented the Recruit of the Year award to Spencer Morris on May 16. Spencer started at Falmouth Fire-EMS in January 2021. He is currently finishing up a regional Basic Fire School program in North Yarmouth with 5 other Falmouth firefighters. In nominating Spencer, officers noted his consistency in responding to the tower for fire calls and attending trainings, as well as his positive "can-do" attitude, and his willingness to learn. 

Officer of the year

OFFICER OF THE YEAR: Awarded to the Officer that best displays motivation, dependability, and dedication to the department and community.  The Officer of the Year maintains a positive attitude, is knowledgeable, and leads by example on scenes and at trainings.

Deputy Chief Tom Martelle presented the Officer of the Year award to Lieutenant Evan Gaskin on May 17. Lt. Gaskin has been a member of Falmouth Fire-EMS since August 2017 and over the past 2 years has led the new recruits for the department. He puts in extra hours to train new recruits on nights and weekends and is an advocate for them while at the same time holding them accountable. He consistently responds to calls and attends trainings. In nominating Evan for the award one of the new recruits shared that Lt. Gaskin cares so much about the recruits and the call company and wants the best for all of them. "He is dedicated to the fire service and to this department and is an example of a great officer," the nomination read. Another new recruit shared that in his 4 months with the department “Lt. Gaskin has always made sure that I understood the concepts and always has encouraged me to try things.” 

EMS Provider 2021

EMS PROVIDER OF THE YEAR: Presented to the EMS provider that best exemplifies motivation, dependability, and dedication to the department and community.  The EMS Provider of the Year possesses a positive attitude and is always willing to help others complete a task or assignment.

On May 17, Acting Lieutenant/Paramedic Anna Allard was presented with the 2021 EMS Provider of the Year Award. Anna started with Falmouth Fire-EMS in December of 2019 as a per diem firefighter/paramedic and was hired fulltime in August 2020. Lt. Allard was nominated by her peers who noted that the support she provided to newer EMTs with training, helping them perfect new skills and practice new concepts, even going so far as to help those studying for the EMT exam, made her a worthy recipient of the award. "She gives us direction when we need it but also allows us some room to make our own decisions and will watch over us and make sure we make the correct ones," stated one nomination. Another wrote: "Anna embodies the true essence of Falmouth by going above and beyond constantly to provide great customer service to the town with her EMS expertise, professional calm demeanor, and great patient rapport on calls.”

Wednesday Wellness Walks

The Falmouth Community Wellness Committee invites you to join us for walks at Maine Audubon each Wednesday in June. We’ll meet at 12:15 p.m. starting June 1, in the parking lot near the community gardens, Gilsland Farm Road, Falmouth. Walk as long as you like along beautifully groomed trails surrounded by nature, peaceful views, and a few friendly woodland creatures. Come join us and your neighbors. Pine Grove Preserve Forestry Management Schedule Update

To address safety concerns and improve the health of Pine Grove Preserve, located off Route 88, the Town of Falmouth has implemented a forestry management plan that includes a substantial harvest of dead and dying pine trees on this property. To learn more about the history of the preserve, the challenges presented by this property, the management plan developed to address these issues, and what work residents can expect to see in the coming months, check out, "Focus on Pine Grove," a series of articles which appeared in The Falmouth Focus in early 2022. 

In late September 2021, Pine Grove Preserve was closed to the public for approximately one week for invasive species removal. Additional signage throughout the preserve, especially at entry points, advises visitors of the dangers posed by dead and dying trees. In the spring, the Town Forester designated trees for removal and identified a "landing area" or staging area for the heavy equipment needed for this project. Chaplin Logging, Inc. has been contracted for the removal work. The actual harvesting of trees is scheduled for mid- to late-June, weather dependent. The harvest is expected to take approximately three weeks, again depending on weather. The preserve will be closed during the harvest. Residents can expect heavy equipment moving in and out of the preserve, more truck traffic on Route 88, and noise during working hours. To learn more about what to expect, click here.

This is a substantial project. Clearing dead and dying trees to create a safe environment for visitors to the preserve requires the removal of many of the white pines currently in the forest. The result may be shocking to some residents, especially as dead trees and invasives are also removed from the forest floor. This will significantly alter the look of Pine Grove Preserve in the short term. For the health of the forest, however, this type of harvest is necessary. While the harvest may appear extreme, it is necessary to address significant safety issues by removing the most dangerous hazards and will also improve the health of the forest, culling it of invasive plants and dead or dying trees to allow for new growth of both pines and hardwoods. Work to Begin on West Falmouth Sewer Upgrades

The Town of Falmouth’s implementation of the West Falmouth Sewer Master Plan is moving ahead. Work will address the plan’s most important component: upsizing the Falmouth Road Pump Station and its associated force main. Currently, West Falmouth wastewater flows through public wastewater lines running under The Woodlands neighborhood, through two pump stations on Pinehurst Drive and at The Woodlands Clubhouse, before exiting at Woods Road. This existing infrastructure imposes capacity bottlenecks in the system, and the “daisy-chain” flow of wastewater from West Falmouth through multiple pump stations creates engineering complexity and failure points. These upgrades, described in the “Focus on Wastewater” series, are critical to maintaining the efficient conveyance and treatment of wastewater, particularly from West Falmouth.  

This spring, the Town signed a $5.4M contract with Pratt & Sons from Minot to complete the West Falmouth Sewer project upgrades. The project consists of work in three distinct areas:

  1. Middle Road from Lunt Road to the Woods Road roundabout;
  2. Woodville Road to Woods Road through The Woodlands subdivision; and,
  3. Upgrades to the pump station on Falmouth Road. 

Work is anticipated to begin this month with tree clearing activities along a Town sewer easement between Lunt Road and Middle Road.  When pipe installation begins on Middle Road, residents can expect minor delays when travelling through the work zones.  Motorists are asked to drive cautiously through these construction zones. Short-Term Rental Registration Reminder

Pursuant to Falmouth's Short-term Rental Ordinance, effective January 1, 2022, operators of short-term rentals in Falmouth must register with the Town of Falmouth. Short-term rental is defined as the advertising, offering for rent, use, control, management, or operation of a dwelling unit in whole or in part, for dwelling, sleeping, or lodging purposes for a period of less than thirty consecutive days, for compensation, directly or indirectly. The 2022 deadline to register was February 18. If you have not already registered your short-term rental, Town staff are happy to assist you with the registration process. St. Lawrence and Atlantic Rail Corridor Being Studied by MaineDOT for Rail Use, Trail Use, and/or Bikeways

In April 2022 MaineDOT formed an Advisory Council regarding rail use of the state-owned inactive corridor from Portland to Auburn (the “St. Lawrence and Atlantic rail line”). A high-level feasibility study  for this corridor was completed by GPCOG/VHB in 2017. On July 26, 2021 the Falmouth Council approved a resolution (see item 10) recommending the creation of this Council.

Councilor Hope Cahan represents Falmouth on the Council. Cumberland Town Manager, Bill Shane, is the chair. The Council’s work is expected to be completed in early 2023. This MaineDOT link provides an overview of the current project, Council membership, meeting minutes with links to presentations, and more. Public comment is taken at the Council’s monthly meetings. The Council’s next meeting is on May 31 at 10 AM.

    Falmouth Fire-EMS Scholarship 2022--Deadline June 3

    The application period for the annual Falmouth Fire-EMS Scholarship is now open. The $1000 scholarship recognizes graduating high school seniors living in our community who plan to continue their post-secondary education in the field of firefighting, emergency medical services, nursing, or a related field. 

    To apply: Complete and return the Falmouth Fire-EMS Scholarship application by Friday June 3, 2022. Applications can also be obtained by calling (207) 781-2610, or e-mailing jcosta@falmouthme.org. Completed applications can be delivered or mailed to Falmouth Fire-EMS, 8 Bucknam Road, Falmouth, ME 04105.  Applications delivered to the station by 4 pm on June 3, 2022 or post-marked by June 3, 2022 will be considered.     Election Notice and Information

    The Town of Falmouth will hold the Municipal Election and Budget Validation Referendum on June 14, 2022. The election will take place at the Falmouth High School Gym, 74 Woodville Road. Polls open at 7:00am and close at 8:00pm. The regular office hours of the Voter Registrar/Town Clerk’s Office, 271 Falmouth Road, Falmouth, Maine are: Monday - 7:00am - 4:30pm; Tuesday - Thursday 8:00am – 4:30pm, Closed Fridays. Sample ballots will be posted to the website upon receipt and are also available by request.

    Requesting an Absentee Ballot

    There are three ways to request an absentee ballot.

    • By Phone: Contact the Town Clerk's Department at 699-5320   
    • In Person: Visit Town Hall during regular business hours, Monday - 7:00am - 4:30pm; Tuesday - Thursday 8:00am – 4:30pm, to pick up a ballot. Note: Town Hall is closed on Fridays.
    • By Mail: Print the Absentee Ballot Request Form HERE and mail to Falmouth Town Clerk's Department, 271 Falmouth Road, Falmouth, ME 04105   

    Submitting Your Voted Absentee Ballot

    To be counted, voted absentee ballots must be received by the municipal clerk by 8:00pm on Election Day. There are three ways to return a completed absentee ballot.

    • Official Ballot Drop Box: An official ballot drop off box is located at the front of Town Hall to the left of the staircase. Ballots can be deposited here at any time up to 8:00pm on Election Day.
    • In Person: Return your ballot to the Clerk's Department at Falmouth Town Hall during business hours, Monday - Thursday 8:00am - 4:30pm (Closed Fridays and Election Day).
    • By Mail: Return your ballot in the mail. Please allow enough time for us to receive the ballot by 8:00pm on June 14. Ballots are not accepted by postmark dates. Any ballots received after 8:00pm on Election Day will be rejected.

    On Election Day, voted absentee ballots may be submitted at the polling place or via the drop box at Town Hall. 

    Absentee Voting  

    In person absentee voting begins on Monday, May 16, 2022 at Town Hall during opening hours, Monday - 7:00am - 4:30pm; Tuesday - Thursday 8:00am – 4:30pm, (Closed Fridays). Extended hours for voting will be offered on Thursday, June 9, 2022 from 4:30pm-6:30pm.

    Election Day Voting

    Voting will take place on June 14 at the Falmouth High School Gym, 74 Woodville Road. Polls open at 7:00am and close at 8:00pm. No voting will take place at Town Hall on Election Day. On Election Day, voted absentee ballots may be submitted at the polling place or via the drop box at Town Hall. The Clerk’s Department at Town Hall will be closed so staff can facilitate the elections at the polling place. Other Town Hall Departments will remain open. Voters are asked to follow all COVID-related health and safety procedures put into place at the polls as recommended by the CDC and Secretary of State at the time of the election.

    Living Lawns offers lawn care tips to help make your lawn healthy and vibrant. Over the spring, summer, and fall, Falmouth's Conservation Commission will share tips in The Falmouth Focus and on social media. So let's get started....

    Tip #3: Start the mowing season strong with a great cut from the start. Your mower will cut faster and deliver a better quality of cut with sharp blades, so make sure your blades are sharp! Sharp mower blades are vital in preventing turf disease during hot, steamy conditions. A dull blade “rips” the top of a blade of grass, leaving a jagged edge, which invites pests and disease. A sharp blade provides a clean cut, which helps the grass to heal faster and promotes photosynthesis. Mow grass at 2” to start and increase to 3” for the rest of the season. Always leave grass clippings on the lawn for free, natural fertilizer!

    Tip #4: If you can’t push a pen or screwdriver into your lawn, then your soil is too compacted. Aeration involves perforating the soil with small holes to allow air, water, and nutrients to penetrate the grass roots. This helps the roots grow deeply and produce a stronger, more vigorous lawn. The main reason for aerating is to alleviate soil compaction. Compacted soils have too many solid particles in a certain volume or space, which prevents proper circulation of air, water, and nutrients within the soil. The best time for aeration is during the growing season, when the grass can heal and fill in any open areas after soil plugs are removed. Ideally, aerate lawns with cool season grass in the early spring or fall and those with warm season grass in the late spring. Turf aerators are available at your local tool rental retailer. Full-service lawn-care professionals offer aeration as a service too.

    Maine Arbor Week Events, Saturday, May 21 

    As the grand finale of Falmouth’s 2022 Neighborhood Clean-up Week, please consider celebrating Arbor Week by taking part in Falmouth's Arbor Day activities! These are open to all community volunteers who would like to help clean up Falmouth’s Community Park apple orchard from 9:00 a.m. to 11:30 a.m. on Saturday, May 21. Please bring gloves, clippers, and loppers!

    Furthermore, in celebration of Maine Arbor Day and in support of Falmouth's participation in the Tree City USA program, the Conservation Commission will be planting a Spitzenburg apple tree near the compost station on the right as you enter Community Park. The tree planting will take place at 12:00 noon. This highly respected American apple variety was rumored to be Thomas Jefferson's favorite apple and, like the other Community Park orchard trees, is a heritage apple.

    Join Falmouth Land Trust and the entire community to celebrate all the people who helped to preserve land over the last 40+ years in Falmouth! If you are one of these people, please make an extra effort to attend (though everyone is very welcome!). There will be live music by the Susanne Gerry Trio, refreshments donated by the Falmouth Town Landing Market and Rivalries, organized kids’ activities, and the debut of a mini-documentary about the Falmouth Land Trust. There will be a large event tent set up so the celebration will go on rain or shine. Location: Tidewater Farm Preserve, Presumpscot Point Road, next to the UMaine Gardens at Tidewater Farm. Tickets are $15 in advance or $20 at the door.     Gardening for Wellness 

    On Saturday, June 18 from 10 a.m. until 12 p.m., the Falmouth Community Wellness Committee and University of Maine Cooperative Extension invite you to the peaceful surrounds of the Gardens at Tidewater Farm to stroll through marked beds of plantings that include over 50 native species, speak with master gardener volunteers, and affirm how gardening supports personal, interpersonal and community wellness. The Gardens at Tidewater Farm are located on Presumpscot Point Road in Falmouth behind the Tidewater neighborhood off Farmgate Road. 


    Lake-Friendly Landscaping Workshop

    The Highland Lake Leadership Team, supported by the Highland Lake Association, is offering a free workshop on May 24, from 7:00-8:30pm. The Lake-Friendly Landscaping Workshop will include lakeside landscaping tips.     Maps of Falmouth

    Maps of Falmouth: An Evening with the Falmouth Historical Society

    Maps provide the key to understanding the history of Falmouth and its people. On May 25 at 5:30pm, David Farnham of the Falmouth Historical Society will provide an overview of the maps used by the Society's volunteers when responding to questions from community members. He will highlight the features making these maps special for people interested in Falmouth and share where the maps can be found. This is a hybrid event and will take place at Falmouth Memorial Library in the Russell Room and on Zoom. Email reference@falmouthmemoriallibrary.org for the Zoom link or with questions.

    Memorial Day

    The Town of Falmouth’s Memorial Day Parade and Ceremony has been planned for Monday, May 30. The parade will start at 10:00 a.m. from 65 Depot Road (Veterans Memorial and American Legion Post) and proceed to Pine Grove Park, 34 Foreside Road, where a ceremony will be held featuring performances by the Falmouth Middle and High School bands and choruses. 

    Falmouth veterans and their families are invited to a coffee/pastry breakfast prior to the parade at 8:30am at the American Legion Post, 65 Depot Road. For further information, please call Police Chief John Kilbride at 781-2300 or Diane Moore at 671-8439.

    Mackworth Island Facility Assessment and Planning Informational Meeting--NEW DATE!

    On Wednesday, June 29, 2022, from 6:00-8:00 pm, the Maine Department of Administrative and Financial Services, the Maine Educational Center for the Deaf and Hard of Hearing/Governor Baxter School for the Deaf, the Maine Department of Education, and the Maine Department of Agriculture, Conservation and Forestry will hold an informational meeting about facility assessment and planning work taking place on Mackworth Island. In early 2022, Harriman Associates, an architecture, engineering, and planning firm, began work on the Mackworth Island Concept Utilization Plan. Their work included: assessing all facilities, utilities, parking, circulation, transportation; considering environmental impacts; exploring potential future uses or necessary renovations of facilities and buildings; and developing a site plan with cost estimates. In this informational meeting, Harriman Associates will present the scope of work and their findings to date. An opportunity for public input and a question/answer period will conclude the meeting.

    Falmouth Community Programs Seeks Seasonal Staff

    The Town of Falmouth is looking for seasonal Parks staff to work and maintain the many parks, trails, and grounds run by the Town. We have full-time seasonal positions available May through August for groundskeeping, lawn care, and general maintenance. The ideal candidate will be at least 18 years old and have a basic knowledge of landscaping, trail maintenance and grounds equipment. Hourly rates are $15.00 - $18.00 based on experience.     Highlight: Over $7,000 raised for World Central Kitchen

    The Falmouth Schools Music & Makers Market for Ukraine raised over $7,000 to donate to World Central Kitchen. Student and staff musicians provided the entertainment while student volunteers sold food, cards, pottery, artwork, and other amazing donations. Thank you to everyone who came to the event! Missed it? Donations for World Central Kitchen are still being accepted and we have some packs of notecards that students created. Please email the Service Learning Office if you would like to donate or purchase notecards.

    Focus: Spring Athletics

    The weather has turned beautiful, and spring athletics are well underway.  Our student-athletes would love to see members of the Falmouth community at their competitions.  Please consider attending some of their games and enjoy the rivalries, our beautiful school campus, and of course, the weather.

    Class of 2022 Graduation: Falmouth High School’s Class of 2022 Commencement ceremony will be held on Sunday, June 5th beginning at 5:30pm at the stadium field on the high school grounds.

    School Board Meetings: School Board Workshop Meeting - Monday, June 6th @ 7:00 in the FES cafeteria.  This workshop will be an acknowledgment and celebration of all those retiring from Falmouth Schools.

    School Board Business Meeting - Tuesday, June 21st @ 7:00 in the FES cafeteria. The agenda is posted 5 days prior to the meeting on the falmouthschools.org website.

    Town Council Meeting, Monday, May 23, 7:00pm (Virtual)

    The Town Council will meet on Monday, May 23 at 7:00pm. The meeting will be held virtually via Zoom as authorized by Section 28, Policy Eight of the Town Council Rules and 1 MRSA §403-B. The agenda and Zoom link can be found here. The Zoom application will allow attendees to connect and participate remotely via computer or phone.     At the Most Recent Town Council Meetings…

    • Ben Thompson, Assessor gave an update on the 2022 Town wide property revaluation project.
    • There was a Public Hearing, and an order was approved relative to a new license for the Cumberland Farmers' Market Association to establish a summer market.
    • The Council approved the "Tree City USA" Community Resolution.
    • The Council approved an Ordinance to Amend Ch. II-14, Art. II-14-2, Div. II-14-2-2, Sec.14-59-65 of the Code of Ordinance Relative to Street Acceptance.
    • The Council approved a Resolution on Street Acceptance Procedure.
    • The Council approved an Order to Amend the Land Use Permit Fee Schedule to Increase Certain Development-related Fees and Fees Related to Street Acceptance, with the Amended Fees to Become Effective May 11, 2022.
    • The Council approved an Ordinance to Amend Ch. II-9, Art. II-9-4., Coastal Waters Ordinance, Sec. 9-94. of the Code of Ordinances Regarding Rental Mooring Assignments.
    • The Council approved an Order to enter into an Agreement with the Ridgewood Condominium Association to accept private sewer collection system as part of the public sewer system.
    • The Council approved an Order to Authorize the Town Manager to Execute a Contract Modification Between the Town of Falmouth and the Maine Association of Police.
    • The Council approved an Order to Authorize the Town Manager to Execute a Contract Extension and Memorandum of Agreement Between the Town of Falmouth and Teamsters Local Union No. 340.
    • The Council approved an Order to authorize the Town Manager to execute an easement, originally authorized by the Town Council in 1990, that was not recorded and has been subsequently amended to modernize the specific language.
    • The Council approved an Order to go into Executive Session pursuant to the Laws of Maine to discuss nomination of the annual Citizen of the Year Award, pursuant to 1 M.R.S.A. § 405.

    The Town Council held a Special Meeting on May 16 and approved the FY23 School Department Budget and the June 14, 2022 Budget Validation Referendum and the Municipal Official Election Warrant.. An agenda and video can be found here. 


    Planning Board

    The next meeting of the Planning Board will be on June 7. An agenda can be found here in advance of the meeting.

    • 9 Avon Road – Jeffrey Bush – Request for Conditional Use Approval under Section 19-77 for a teardown and rebuild of a single-family home.  Map/lot U01-080.
    • 21 Casco Terrace – Michael Maines representing Janet Dooley & Kathryn Bell – Request for Conditional Use Approval under Section 19-86 to expand the existing home.  Map/lot U17-052.
