Summary

Order to authorize the Town Manager to submit two funding applications to PACTS for its 2016-18 Work Program:

  • intersection improvements consisting of a roundabout at the Falmouth/Bucknam/Middle Road intersection, and
  • a joint application to PACTS with the Towns of Cumberland, Yarmouth, North Yarmouth, and Freeport for certain pedestrian and bicycle mobility improvements as described in the short term recommendations of the North of Portland Bicycle Pedestrian Implementation Plan.

A public comment period will be included with this item (3 minutes).

ACTION: Council action is anticipated. 

Description

The regional transportation agency, PACTS, distributes funding support for eligible transportation projects in the Greater Portland area on a multi-year basis.

Town staff has identified two projects that could benefit from PACTS funding support in the 2016-18 round:

  • intersection improvements consisting of a Roundabout at the Falmouth/Bucknam/Middle Road intersection (total cost approximately $1,001,500).
  • pedestrian and bicycle mobility improvements as described in the short term recommendations of the North of Portland Bicycle Pedestrian Implementation Plan (total cost for Falmouth projects not to exceed $60,000).

The intersection application has previously been authorized by the Council, but did not receive PACTS funding at that time.
Successful applications require a 25% local match ($250K + $15K).

The bicycle-pedestrian application is a joint application with the Towns of Cumberland, Yarmouth, North Yarmouth, and Freeport. Improvements located in these towns will be part of the application. The North of Portland ("NoPo") plan is currently being finalized. Short term recommendations from that plan have been identified on the attached map.
