Summary

Discussion about public input related to a concept plan to renovate the Mason Motz building and transform it into a Community Programs Center. This agenda item will also include an order to approve an additional supplemental appropriation of $15,000 for the services associated with final design and bidding of a construction project related to renovations and upgrades of the Mason Motz Facility for a community center.

Description

The Town Council authorized a supplemental appropriation in the amount of $75,000 at their meeting on March 10. A condition of that order was an expectation for the Community Programs Department to work with the Parks and Community Programs Advisory Committee in an effort to solicit public input on the proposed renovation plans. Two public open houses were held in late March where approximately 50 members from the public participated and offered input. Comments were generally very positive. The Community Programs Director has included a report on that effort which is attached.

Some of the comments received during the public input process included a desire to ensure the design of any renovation include improvements in energy efficiency for the building. Staff requested Oak Point Associates to consider additional design options for energy efficiency improvements. We have asked them to include these design options as "stand alone" items. We are hoping that the current design options can proceed and be completed with or without the future energy efficiency upgrades. Future decisions about energy efficient design options would be a stand alone project that could rely on a "pay-back" analysis to determine the value of the investment. This additional design service will cost $15,000 which is why the Town Council is being asked to consider an additional supplemental appropriation associated with this project.
