Summary

Order to approve a supplemental appropriation from Unassigned Fund Balance for Phase II renovations at Town Hall.

Description

Update as of August 11, 2014

Upon further consideration and recommendation from the design consultants, Oak Point, we are recommending the Council appropriate $646,360 for this project which will include the bid alternate. The total cost includes a 10% contingency and a furnishings allowance of $70,000.

On April 28, 2014, the Town Council appropriated $350,000 to fund Phase I maintenance improvements at Town Hall. Phase I consisted of air quality improvements, work inside the crawl space to control moisture and upgrades to the HVAC system. This project is almost complete. The Phase II project consists of exterior envelope repairs, interior space reconfiguration, and site work. The existing siding, windows, and doors will be removed (including asbestos shingles) and new rigid insulation, clad wood windows, fiber cement siding, and hollow metal doors and frames installed. There will be some interior office space reconfiguration, mostly contained on the first floor. This work will include miscellaneous partition removal, finish removal, and ceiling reconfiguration. Phase II bids were received on August 4. Staff and Oak Point will present a review of the bids at the Town Council meeting on August 11.

We received two bids and our initial review indicates that we will be able to complete the project for slightly less than $650,000 which will keep the total of both phases below $1,000,000.
