Summary
Order to authorize the Town Manager to execute a side letter agreement that amends previous agreements with Casco Bay Hockey, said agreements to include a Ground Lease, authorized by the Town Council on May 28, 2014 and a subsequent Temporary Construction Agreement executed on August 11, 2014.

Description
On May 28, 2014 The Town Council voted to accommodate, via a ground lease, the construction of a covered ice rink with locker rooms and bathrooms at Village Park. The agreement was executed along with a Temporary Construction Agreement on August 11, 2014.
Representatives of Casco Bay Hockey have requested the Council authorize the Town Manager to execute a side letter agreement that amends the previously approved agreements to reduce the amount of the building permit fee owed to the Town. The proposed side letter agreement is attached.
If the Town Council agrees to a reduction in fees that is intended to cover the Town's actual direct costs, staff recommends an amount equal to $6,000. This is approximately 60% of the required fee without an amendment. This amount does not include capturing all indirect costs such as supervision, general overhead, liabilty insurance, etc however it should be enough to pay for direct costs associated with staff time.
