Summary

Order to authorize the Town Manager to enter into a contract with Wright-Pierce to provide consulting services for the Route 100 Vision project, and to approve a supplemental appropriation and transfer in the amount of $50,000 from the Town's West Falmouth Crossing Tax Increment Financing account for consulting services fpr the Route 100 Vision project.

A public comment period will be included with this item (3 minutes).

ACTION: Council action is anticipated.

Description

On January 27, 2014, the Town Council created an ad-hoc committee with the charge to recommend to the Council a long range vision and plan for the Route 100 corridor. The committee was appointed on May 28, 2014, and started meeting on July 8, 2014.

A Request for Proposals (RFP) for consulting services for the Route 100 Vision project was finalized on September 25, 2014. The Town placed a legal advertisement in the Maine Sunday Telegram on September 28, 2014, posted the RFP on its website, and sent it to 40+ engineering and landscape architecture consultants. On October 8, 2014, the Town conducted a mandatory pre-bid meeting which was attended by representatives from ten firms. The Town received five proposals by the RFP deadline on October 22, 2104.

A Review Team consisting of the Chair and Vice Chair of the Route 100 Committee, the Route 100 Council Liaison, and three staff members reviewed all proposals and selected two firms to be interviewed. These interviews were conducted on November 5, 2014.

The Review Team's consensus was to recommend that the consulting team of Wright-Pierce/T.Y. Lin be hired by the Town for this assignment. The firm's experience, approach, proposed scope of work, and fit with the Town was deemed superior to the other firms.

Total consultant cost is expected to be $50,000 ($44,750 for Wright-Pierce contract and $5,250 as a contingency for other services). Sufficient funding is available for this work in the West Falmouth Crossing Tax Increment Financing account.
