Summary
Ordinance to amend the Zoning and Site Plan Review Ordinance to create a Hat Trick Drive Special District.

Description
A public-private partnership has been formed to complete Hat Trick Drive, a street to be created over private property with public easements. A zoning amendment is required to avoid triggering full site plan review of all the private lots on which the street will be located as well as to designate Hat Trick Drive as an internal drive for purposes of zoning. This designation will provide greater flexibility for development of adjacent property.
An introductory letter, amendment language, and staff memo detailing the proposed change are attached. Also attached are the final plans approved for Hat Trick Drive on May 14, 2014.
The Planning Board, acting as the Town's Municipal Reviewing Authority, held a public hearing on Tuesday, November 4. A staff memo discussing the results of that hearing is attached.
