Summary

Order to establish an ad-hoc committee with the charge to recommend to the Council a long range vision and plan for the Route 1 North corridor between the Turnpike Spur and the town line with the Town of Cumberland.

A public comment period will be included with this item (3 minutes).

ACTION: Council action is anticipated.

Description

The Route 1 North and South areas were designated in the 2013 Comprehensive Plan one of two "Commercial Growth Areas” of the town (the other being the Route 100 area). Supported by excellent highway access from Turnpike Spur, Interstate 295, and Route 1, the Route 1 North area – from the Turnpike Spur to the Cumberland line – is home to major professional office users, such as Tyler Technologies and TideSmart.

At this time, no vision or master plan exists for this area to help guide and coordinate future infrastructure investments and land use regulations. The other two commercial areas – Route 1 South and Route 100 - have been subject to recent master planning efforts.

In accordance with the 2015/2016 Town Council work plan, staff has prepared a draft charge for the formation of an ad-hoc committee to create a master plan for Town Council consideration, so this corridor can become a well-planned growth area for the town.
