Developing a formal Conflict of Interest Policy has been discussed by the Town Council at their last two Council retreats, and is on the current Council work plan. The Council discussed this item at their May 11, 2015 meeting and input was provided on the draft policy framework that had been proposed by Councilor Anderson. A revised draft policy framework based on the May 11 discussion was further discussed by the Council at their October 14, 2015 meeting.

After discussion at the October 14, 2015 meeting, a subcommittee of Councilors drafted a list of questions for Town Attorney Amy Tchao to review. Attorney Tchao's memo responding to those questions was discussed at the December 14, 2015 Council meeting. At that December meeting, the Council provided guidance on what it would like to see in a policy document and asked the Town Attorney to draft a policy for review with the sub-committee. The Town Attorney and Town Manager met with the sub-committee (Councilors Anderson, Hemphill and King) on February 1 to review Attorney Tchao’s policy draft . At that meeting the subcommittee ultimately reached consensus on a policy draft to be recommended to the full Council for discussion. That policy draft is attached to this agenda.
