Summary

Ordinance to amend Section 19-1 of the Code of Ordinances, Zoning and Site Plan Review Ordinance, to create a new Retirement Community Overlay District to facilitate the expansion of the Avesta Blackstone housing development on Squidere Lane.

A public comment period will not be included as public comment was taken at an earlier date.

ACTION: Council action is anticipated.

Description

The proposed zoning amendment would facilitate the expansion of the Blackstone Apartments on Squidere Lane.  The amendment package is structured to create a new Retirement Community District and has been prepared in collaboration with town staff.  

The ordinance language has been modified since the introduction to correct terminology and to increase the required parking from a minimum of 0.7 spaces per unit to a maximum of 1 space per unit.  The Conceptual Master Plan has been amended to clarify what improvements are mandated by the plan and which are to be determined through Site Plan Review. 

The Planning Board, acting in their capacity as the Town's Municipal Reviewing Authority, held a public hearing on the proposed amendment at their meeting on Tuesday, May 3.  A memo from town staff detailing the public hearing is attached.
