Summary

Update from Town staff on a proposed municipal solar array at the landfill.

A public comment period will not be included with this item.

ACTION: Council action is not anticipated.

Description

Over the last year, Falmouth has been exploring the feasibility of installing a large-scale solar array on the Town’s capped landfill, which has been closed and capped since 1999. Staff has worked with the Maine Department of Environmental Protection (DEP) to better understand their requirements, including a site visit in the late summer of 2015. The Town has also hired environmental engineering firm TRC to conduct feasibility assessments on the site. That work has included a conceptual "max build" of the project, expected power generation, and an outline of CMP's requirements. Due to state policy, the array is limited to 660kW, and only 10 meters can be offset with solar generation. This presentation by the Energy and Sustainability Coordinator provides an overview of the project from early stages through today, and explains the barriers that restrict the town from moving forward. A powerpoint is attached.

UPDATE 09/12/16: The powerpoint presentation has been replaced with an updated version.
