Description

This item was added to the end of the Council's agenda by unanimous vote at the Council meeting.

The Route 1 South TIF Plan for 2017 has $125,000 allocated for “Town assistance with private stormwater retrofits.” The initial scope for this project is the implementation of some of the recommended private stormwater retrofits outlined in the 2013 Route 1 Commercial District Stormwater Management Plan. A FY 2018 Coastal Communities Grant opportunity, administered through the Maine Coastal Program of the Maine Department of Agriculture, Conservation, and Forestry, is currently available to help defray expenses for siome of that work. The grant deadline is April 28, 2017. Staff proposes that the Town file a grant application with assistance from the Cumberland County Soil and Water Conservation District.  This application is a regional collaboration, with Falmouth as the lead applicant, and is also supported by the Greater Portland Council of Governments, the Greater Portland Interlocal Stormwater Working Group (ISWG), as well as the Town of Brunswick.

In case of a grant award, up to $25,000 of the $125,000 TIF funding will be used as the Town’s cash match. The remainder can be allocated for any private stormwater retrofits. In case of a non-award, up to $50,000 of the $125,000 TIF funding is proposed to be used for execution of the above tasks.
