Summary

Order to approve a supplemental appropriation and transfer in the amount of $70,000 from unassigned fund balance to the Street Lights Capital Improvement Fund to acquire all street light fixtures on utility owned poles, such fixtures to be transferred from Central Maine Power to the Town of Falmouth.

A public comment period will be included with this item (3 minutes).

ACTION: Council action is anticipated.

Description

The Town of Falmouth is currently engaged with a consultant to assist the town with a project that will convert all utility owned street lights to town ownership and eventual conversion to LED fixtures.

This supplemental appropriation is necessary to take the next step in the design process. The Town wants to erect up to four sample LED fixtures for the public and staff to observe. In order to erect these new street lights, CMP is requiring the Town to sign a notice of intent to acquire the current street light plant. The Town is not yet ready to acquire the lights but will need to commit to the purchase in the notice of intent. 

A PowerPoint presentation is attached which describes the history of this project including state legislative history. Also attached is an updated return on investment (ROI) analysis prepared by our consultants. An ROI is provided for either a scenario where the Town continues to maintain the current infrastructure or invests in a new LED system.
