What is “LPAC” and what does it do?

The Long-Range Planning Advisory Committee (“LPAC”) was formed in 2008. It is a standing committee appointed by the Town Council.  Its seven members are resident volunteers with diverse backgrounds, one of whom is a member of the Planning Board.  Members are appointed for a 3-year term.

The Town Council may appoint up to six additional members to assist with the development or update of the Town’s Comprehensive Plan. The expanded committee is informally known as “LPAC+.”

Any Councilor may serve as the Town Council Liaison to LPAC, and is the primary contact between the Town Council and LPAC Chair.

All LPAC meetings are working meetings that are open to the public. Public comment is welcome and will be taken at the discretion of the chair.

LPAC advises the Town Council on the land use polices of the Town and any other projects assigned to it by the Council in accordance with the annual work plan. 

LPAC assignments include, but are not limited to:

  • analysis and development of recommended land use policies;
  • development and updating of the Town’s Comprehensive Plan;
  • development of specific recommended actions the Town should take to implement the Town’s Comprehensive Plan;
  • development of recommended land use ordinances and regulations and amendments

LPAC’s work consists of recommendations to the Town Council, which makes final land use decisions.LPAC works collaboratively with all interested parties and stakeholders to produce informed recommendations to the Town Council. The Town Council decides whether to accept, reject, or modify any recommendations from LPAC.

COMMITTEE PROJECTS

In 2010-2014 the Committee developed an update to the Comprehensive Plan. This was started on April 8, 2010 and officially completed on February 24, 2014 when the Council re-adopted the 2013 Comprehensive Plan. This Plan was approved by the State of Maine on February 7, 2014.

In 2014-15 the Committee developed recommendations for encouraging the location of a significant majority of new development over the next ten years in the growth area of Falmouth.

In 2015-16 the Committee reviewed the Resource Conservation Zoning Overlay district rules, street standards, as well as the draft West Falmouth Sewer Master Plan and draft Public Water System Analysis.

In 2016-18 the Committee prepared recommendations for an update to the 2006 Open Space Plan (The Greening of Falmouth). This plan was adopted by the Town Council on October 22, 2018.

The 2018-19 assignment of the Committee was to evaluate growth and density-related zoning amendments made since the adoption of the Comprehensive Plan. Recommendations were made regarding the Residential A district.

In 2019 the Committee discussed the types and formats of data useful for analyzing effectiveness of current Comprehensive Plan Implementation Strategies and useful for Informing a Comprehensive Plan Update.
