Summary
Order to authorize the Town Manager to amend the Capital Improvement Plan to eliminate the Fiscal Year 2018 expenditure for the replacement of lighting systems at Village Park in the amount of $80,000 and add an expenditure in Fiscal Year 2015 in the amount of $28,000 for parking lot and pedestrian scale lighting improvements at Village Park and furthermore, add an expenditure of $33,000 for storm water quality treatment improvements and related expenses at Village Park and the associated parking lot in Fiscal Year 2015. (Note: these adjustments will result in a net savings of $19,000 in the Capital Improvement Plan)

Description
The Capital Improvement Plan includes the replacement of lighting systems at Village Park that will no longer be necessary. The lights were associated with the parking lot and outdoor hockey rink. The Town has recently entered into a long term lease agreement with Casco Bay Hockey to use the property for the construction of a new pavilion style hockey rink with certain amenities and other considerations granted to the Town. Rink construction and some site improvement costs associated with the re-development of the property will be the responsibility of Casco Bay Hockey. The Town has conceptually agreed to be responsible for new parking lot lights and storm water quality improvements. This order is necessary to adjust the current Capital Improvement Plan. The overall adjustment to the Capital Improvement Plan will result in savings equal to $19,000.
