Summary

Introduction of amendments to the Tidewater Master Plan Development District and the Tidewater Village Design Guidelines in order to accomodate development at TV-3.

A public comment period will not be included with this item.

ACTION: Schedule public hearing.

Description

Tidewater, LLC, owner of a lot located at the corner of Farm Gate Road and Clearwater Drive and known as TV-3 in the Tidewater Master Plan Development District, has requested that the Town Council consider amendments to the Master Plan and the Tidewater Village Design Guidelines in order to accomodate their proposed development of this parcel. The proposed amendments are:

1. Amend the Master Plan to allow an increase to the maximum building footprint of TV-3 Building #1 to 11,000 square feet from the current maximum of 8,000 square feet. This amendment would allow for the construction of a planned 22,000 square foot, two-story medical office building.

2. Amend the Master Plan to allow Buildings #2 and #3 to include a maximum of 10 residential housing units. The current Master Plan limits the total number of residential units between lots TV-2 and TV-3 to 10. Seven residential units have already been constructed in TV-2 so the developer is asking for the Master Plan to increase the total combined number of residential units from 10 to 17 for both properties.

3. Amend the Master Plan to allow Buildings #2 and #3 to be connected by a 450 square foot, two-story lobby, stair tower and elevator, to service both buildings. 

4. Amend the Master Plan to reduce the combined amount of required retail space on the first floor of all buildings in TV-2 and TV-3 from 45% to a lesser percentage, as computed by including 100% retail space in only Buildings #2 and #3.

The portions of the attached letter pertaining to this agenda item includes numbers 4, 5, 6, and 7. Although the letter requests a complete removal of the requirement to have 45% retail space on the first floor of commercial buildings, the developer is aware that the introduction only removes a portion of the retail space requirement and that further discussion about how much retail space should be mandated in the future will be part of a discussion with the Town Council and possbly incorporated into a proposed future amendment of the Master Plan.
