Summary
Order to amend the charge of the Ad Hoc Route 1 North Committee deleting the Town residency requirement for its members.

Description
On September 28, 2015 the Council approved a charge for the Route One North Committee to assist the Community Development Committee (CDC) and Town staff with the development of a vision and master plan for Route 1 North. Included in the charge is the requirement that the Town Council "appoint an ad-hoc committee of up to nine (9) citizens of the town [emphasis added] who shall serve without pay."
As Route 1 North is primarily a business corridor, there could be applicants interested in serving on the Route One North Committee that are business owners or employees in Falmouth, but not residents. By way of precedent, the Council specifically wrote the charge for the FEIC to allow business owners who are not residents to serve on that committee.
Similarly, staff believes that some flexibility with membership may be helpful to the Council in establishing a diverse and qualified Route 1 North committee. The proposed amendment deletes the residency requirement and is attached.
