Summary

Order to approve a supplemental appropriation and transfer in the amount of $42,000 from Unassigned Fund Balance for the cost of lighting upgrades and parking improvements at the Plummer/Mason-Motz property.

Description

Town staff is recommending the installation of parking lot and pedestrian scaled lighting at the Mason-Motz Activity Center parking lot so as to increase the safety and security of patrons and staff. OceanView will be installing the same fixtures at other locations on site and on the abutting Plummer School property. The lights will match their fixtures and will be used for existing and expanded parking for the community center. Also included is the cost of paving the area on the Mason-Motz lot currently being upgraded by OceanView for access to their underground propane tank to be shared with Mason-Motz. This area will become the expanded parking area.  The cost break down for this project are as follows:

  • (3) Three 14’ LED parking lot lights and (6) six LED bollard fixtures - $22,750
  • Paving - $16,700 
  • Contingency - $2,550

This project was not included in the recently approved FY17 budget and corresponding capital improvement plan. The plan to add lights and pave this expanded parking area was part of previous (within past year) discussions with the Town Council, staff and OceanView. It was not specifically included with the capital improvement plan due to unknown costs. Ideally, we would not ask for a mid-year budget request and include this in the proposed FY18 budget and capital improvement plan update. However, OceanView will be ordering and installing light fixtures at other locations on the Mason Motz and the former Plummer School properties. We believe that it will be advantageous for the town to have OceanView include the additional fixtures in their procurement process and use their contractor to install the lights. The paving could wait if the Council wants to discuss it in more detail during FY18 budget development discussions, however the parking lot would function better during the 16/17 winter if it is paved which is why staff is asking for this item to be included in the supplemental appropriation request.
