Summary

Public hearing on an amendment to the Zoning and Site Plan Review Ordinance to amend minor site plan review thresholds.

A public comment period will be included with this item (5 minutes per person).

Description

The Community Development Committee was requested by Administration to review the existing thresholds for building expansion under Minor Site Plan Review which applies to all commercial and multi-family properties.  The purpose for the review was to determine if thresholds for smaller buildings should be increased.  Minor Site Plan Review exempts the entire property from upgrading the site to meet current zoning standards and is administered by staff in lieu of Planning Board approval.  The CDC recommends a change to the existing language for all districts to increase the limitations for building expansion from 20% or 1,000 square feet whichever is less to 50% or 1,000 square feet whichever is less.  This will provide more expansion opportunities for buildings 2,000 square feet or less.

History:

  • Minor Site Plan Review was approved in 2013 in conjunction with the VC Districts to allow some minor improvements to property without the requirement to bring all improvements up to current zoning standards.  The provision applies to all districts.
  • CDC has met several times to discuss several proposals by staff and visited a sample site in VC1.
