Summary

Ordinance to amend the Code of Ordinances, Section 19-1 relative to permitting housing for older persons in the Elementary School Redevelopment District. Amendments include changes to 19-1-2, Definitions, 19-25, Elementary School Redevelopment District, 19-41, Dwelling Unit, 19-42, Multiplex and 19-69, Residential Growth Permit.

A public comment period will not be included as public comment was taken at an earlier date.

ACTION: Council action is anticipated.

Description

The Elementary School Redevelopment District (ESRD) was originally approved in 2012. At that time, the residential uses for the district mirrored those permitted in the Retirement Community Overlay District.  A series of amendments to the Zoning and Site Plan Review Ordinance were introduced on March 14, 2016 to facilitate the addition of housing for older persons as a permitted use.  The amendments also include changes to the ordinance for the ESRD to eliminate the minimum unit size, provide for a growth permit exemption and allow for apartment style housing in excess of the current multiplex limitations. The amendments were developed collaboratively with town staff to implement the conceptual development agreed to by the Council at the introduction.  The zoning amendment package is attached.

The Planning Board, acting in their capacity as the Town's Municipal Reviewing Authority, held a public hearing on the proposed amendments at their meeting on Tuesday, May 3.  A memo from town staff detailing the public hearing is also attached.
