Summary
Order to approve a supplemental appropriation from Unassigned Fund Balance for renovations at the Mason-Motz Facility.

Description
Upon completion of the bid process and consideration and recommendation from the design consultants, Oak Point Associates, we are recommending the Council appropriate $984,400 for this project. This will include the Base Bid and Bid Alternates 2 & 4. The total cost includes a 10% contingency and an IT allowance of $100,000. The breakdown is as follows:
- Construction - $803,964
- 10% Contingency - $80,400
- IT Allowance - $100,000*
- Total - $984,400
*(IT Allowance includes the hardware and installation of items such as routers, switches, firewall, Wireless AP’s, a phone system and phones, security access, intrusion detection, and security cameras. In order for Community Programs to run their offices and programming space, a new network infrastructure has to be installed as none exists at this time.) A memorandum describing updated costs is attached. This estimate, which is now $90,000, will be refined prior to the meeting.
On March 10, 2014, the Town Council appropriated $75,000 for the services associated with final design and bidding of a construction project related to renovations and upgrades of the Mason-Motz Facility for use a community center. On April 16, 2014, an additional supplemental appropriation of $15,000 for the services associated with an energy audit was also approved. After reviewing cost estimates and discussions surrounding alternative heating sources, the scope of work sent out for bid included*:

We received three bids with Base Bids ranging from $746,000 to $776,000; Bid Alternate #1 ranging from $249,000 to $390,000; Bid Alternate #2 ranging from $19,000 to $93,500; Bid Alternate #3 ranging from $68,000 to $93,000; and Bid Alternate #4 ranging from $24,000 to $39,000 (all figures rounded).
