Summary

Ordinance to amend the Code of Ordinances regarding permanent signs.

Description

The amendments presented are the culmination of the work of the Community Development Committee as assigned by the Council in the 2016 Work Plan. The 2015 US Supreme Court case Reed v. Gilbert changed the way signs may be regulated.  Amendments to the Code of Ordinances are required to comply with the decision and avoid legal challenge to our ordinances.

Initially introduced at the April 12 Council meeting, further staff review revealed a need for some additional changes to the proposed language. Though minor in nature, the number of modifications prompted staff to recommend that the item be re-introduced on May 8, 2017. The language attached replaces the previous version.

The Planning Board, acting in their capacity as the Town's Municipal Reviewing Authority, held a public hearing on the proposed amendments at their meeting on June 6, 2017. A staff memo documenting that hearing is attached.
