Report from Councilors Hemphill and Svedlow on discussion with staff on zoning policy options related to the Resource Conservation Overlay Zoning District and other matters related to density in residential districts.
A public comment period will not be included with this item.

Description
Councilors met with staff and have developed a list of options moving forward. Please find attached two memos from staff. The first memo describes the options as well as an overview of the concepts, options on the effective date of ordinance amendments including moratoriums and a request for clarification on analyzing density disparities between types of housing. The second memo explains how density is calculated.
