Summary

Discussion regarding the process and a proposal by Habitat for Humanity Greater Portland to create an affordable housing development on Town-owned property on Marshal Drive, off Woods Road.

Description

BACKGROUND

In 2008-2009, the Town considered, but ultimately did not pursue, the creation of a 44-unit affordable housing development on Town-owned property on Marshal Drive, off Woods Road, behind the Public Safety Building.

On February 26, 2018, Habitat for Humanity Greater Portland presented a proposal to acquire this property and develop 25 single family homes. The attached presentation explains the Habitat proposal as well as how affordability is created for homeowners by the organization.

The Council felt that, before pursuing a possible property agreement with Habitat, consideration should be given to explore if there are other entities that may also have an interest to develop this property for affordable housing. The suggestion was made that this could be done through reviewing the responses to a Request for Proposals (RFP) that the Town could issue. No decision was made by the Council whether or not to pursue an RFP.

CURRENT SITUATION

Staff prepared a basic RFP to solicit conceptual proposals for any interested party, if the Council so desires. The RFP was modeled after the one that the Town issued in 2008-2009 for this site. Staff seeks direction from the Council on the desired process for this effort.
