Summary

Order to expend $10,000 from the Long Range Planning Special Revenue Fund and to accept $10,000 from the Maine Turnpike Authority to said fund to conduct a development feasibility analysis at the West Falmouth Crossing Shopping Plaza. 

A public comment period will be included (3 minutes).

ACTION: Council action is anticipated.

Description

BACKGROUND

The West Falmouth Crossing Master Plan was developed in 1998 and is now twenty years old. The retail stores adjacent to Hannaford were sold around 2016. The Town has met with the new owners several times to address site issues and opportunities, and to explore the feasibility of updating the existing master plan. The owners are interested in that. 

The Maine Turnpike Authority (MTA) expressed interest in an updated master plan as well as this effort may help MTA to identify a permanent location for the Park-and-Ride Facility that is currently located at the rear of the shopping center building. A temporary agreement exists for that facility, but has expired.

REQUEST

Town staff is requesting approval to spend $10,000 from the Long-range Planning Special Revenue Fund to conduct a development feasibility analysis at the West Falmouth Crossing Shopping Plaza. These funds will be reimbursed by the Maine Turnpike Authority. Town staff proposes to procure civil engineering and landscape architectural services to explore conceptual development feasibility options at West Falmouth Crossing that would include:

  • permanent property rights for a park and ride facility off Exit 53 (with approximately 24 spaces),
  • a new bus stop location (potentially near park and ride facility), and
  • concept infill development plan for some of the West Falmouth Crossing property that is currently restricted from development.

The study effort will include feedback from all stakeholders - property owners, tenants, MTA, METRO, Council, and the public, and is intended to result in a feasibility report that will be submitted to the Council for its review.
