Summary

Report from the Long Range Planning Advisory Committee (LPAC) regarding proposed amendments to the Residential A (RA) zoning district, and other options at the request of several Councilors.

A public comment period will not be included with this item.

Description

At the request of the Council, the Long Range Planning Committee (LPAC+) examined recent residential growth in Falmouth and reviewed the Residential A (RA) zoning district requirements. As the Council requested committee recommendations by its April 8, 2019 meeting, the committee hereby respectfuly submits its report.

LPAC's majority and minority recommendations have been translated into two separate zoning amendment packages (Options A and C). In addition, several Councilors have suggested other zoning options (options B, D, and E). All five options are described in the chart below. Each of the options outline proposed amendments modifying the dimensional district requirements. All proposed amendments increase minimum lot size, lot width, maximum residential density, setback, and minimum net residential are per dwelling unit per lot requirements. The specific zoning amendments for each are attached.

Please take note that option E is a new proposal that rolls back the dimensional standards of the RB and RD zoning districts to those in place pre-July 2016.
