Summary

Discussion regarding zoning standards for residential development in the RB and RD Districts.

Description

On May 29, 2019 the Council voted to amend certain zoning standards related to residential development in the RA District. These amendments changed requirements pertaining to lot size, lot width, density, setbacks, and net residential area as well as requirements for BZA Conditional Use Review for two- and multi-family dwellings. The zoning standards that were amended represented a reversion back to zoning standards that were in place prior to July 11, 2016. (Additional information related to this 5/29/2019 rezoning effort for the RA District may be found at the following link: May 29, 2019 Council Agenda, at items 8, 9, and 10.)

The Council would now like to have a discussion regarding zoning standards for residential development in the RB and RD Districts. 

Attached to this agenda item is a summary of building permit activity showing dwelling units permitted in the RB and RD Districts between 7/11/2016 and 7/17/2019 which would not have otherwise been able to be permitted in their current configuration prior to the adoption of zoning changes enacted on 7/11/2016. This helps provide an understanding as to what the effects of the 7/11/2016 zoning changes have been within the RB and RD Districts. (Note: Not included in this list are two Planning Board projects in the RD District for which permits had not yet been issued as of 7/17/2019: One single family dwelling unit on Greta Way and 18 units of two-family housing on Tuscan Way.) Also attached please find a table showing certain zoning standards in the RA, RB, and RD Districts. This table compares standards that were in place prior to July 11, 2016 with standards in place post July 11, 2016.
