Summary

Public hearing on a proposed referendum question planned for the November 4, 2014, election and the development of a Memorandum of Understanding with the Falmouth Memorial Library, both associated with a proposed expansion.

Description

The Falmouth Memorial Library Trustees and the Town Council previously discussed (most recently at the August 11 Town Council meeting) placing a referendum question before the voters at the November 4 election. At the August 11 Town Council meeting, the Town Council reviewed several options for the form of a referendum question and directed town staff to design a question that incorporates the discussion held at that meeting. A draft question, representing most recent discussions by the Town Council, is attached along with other related documents.

The following attachments represent the most recent revisions of a bond order, referendum order, and the form of the referendum question. The bond order includes substantial detail required to be eligible for a general obligation municipal bond. The referendum order simply submits to the voters the referendum question. The form of the “referendum question” is how the question will be presented on the ballot.

The Trustees and Town Council will also review and discuss a draft memorandum of understanding (MOU). The Town Council reviewed a draft MOU at the August 11 Town Council meeting and suggested changes which have been incorporated into the most recent version of the MOU (attached). These changes have been developed and reviewed by Council Chair Karen Farber, Councilor Sean Mahoney, Library Trustee leadership and representatives, Town Manager and Town Bond Counsel. The Town Attorney will also review the proposed MOU and may have suggestions prior to the August 25 Town Council meeting.

The Library Trustees will offer a presentation of the most recent expansion design and budget.  A copy of that presentation is attached.
