Summary

Public Hearing on amendments to Section 19-18 of the Zoning and Site Plan Review Ordinance relative to expanding the applicability of the Resource Conservation Zoning Overlay District (RCZO) to two-family and multi-family development.

A public comment period will be included with this item (5 minutes per person).

Description

These proposed amendments implement one of the recommendations suggested by LPAC in November 2016 relative to expanding the applicability of the RCZO District to two- and multi-family housing types.  (Currently, the RCZO requirements only apply to single family housing.)  As one component of these amendments, staff have taken the opportunity to make minor administrative changes to the RCZO District language (Sections 19-18.1 - RCZO applicability, and 19-18.2 - Coordination with the Underlying Zone) to update terminology and to simplify, and improve the clarity of, the ordinance.

These amendments were introduced at the January 22, 2018 Town Council meeting.  These amendments were introduced concurrently with other proposed amendments related to residential density for two- and multi-family housing.  At the January 22 Council meeting, the Council determined that the residential density amendments should be separated from the RCZO amendments and that separate public hearings should be held for each item.
