Vision & Values Project Discussion Boards and Registration for September Forums Open

Discussion Boards

Falmouth’s Vision & Values Project Discussion boards are now open! Future iQ, the Town’s consultant for the Visioning process, has identified 10 key discussion topics based upon the responses and input received from Community Survey #1 and through the Future Summits held in March. See topics at below. Discussion Boards can be found on the project portal at: https://lab2.future-iq.com/town-of-falmouth-vision-and-values-project/focus-groups/overview/. Residents can find background information on the complexities of each Focus Group topic, provide their feedback on the subject, engage with neighbors on these issues, and sign up for meetings being held in September.

Upcoming Meetings

Despite the recent uncertainties associated with the uptick of COVID cases in Maine and the rise of variant strains, we are moving forward with a plan to hold in-person neighborhood gatherings, focus groups, and a think tank this September. We will continue to monitor the evolving situation and to make adjustments, including the possibility of moving to virtual meetings, as needed. Registration is requested so we can estimate attendance numbers and plan accordingly.

We are holding three Neighborhood Gatherings on September 13, 14, and 15. These are informal get-togethers and will provide residents with a chance to meet the team from Future iQ, and to speak more generally about the Vision & Values project and the future of the community. A key component of the Vision & Values project are the Focus Groups. These workshops are a chance for residents to take a deep dive into specific, often complex, topics regarding Falmouth’s vision for its future. In the Focus Groups, attendees will receive an overview of the discussion topic, macro trends that could impact Falmouth, and the trade-offs involved in choosing one path over another. Small group discussions will allow residents to hear from their neighbors and give their own input on these issues. The Think Tank is a highly participatory workshop where we take all we’ve learned from the Focus Groups and Neighborhood Meetings and pull it together into what Future iQ calls “future splitting questions” which explore the impacts and consequences of a range of different future paths. Here possible future scenarios are examined and discussed as participants gather in small groups to really drill down on what they envision for Falmouth’s future and what ramifications, realities, and trade-offs will occur as a result of those choices. This is a crucial part of the Vision & Values process and we highly encourage residents to attend. The Think Tank will be held on Saturday, September 25 from 8:30am-12:30pm. Mask Policy Update

The Town of Falmouth continues to monitor the number of COVID cases in Cumberland County and guidance from the Federal and Maine Centers for Disease Control (CDC). Earlier this week, the CDC updated its designation of Cumberland County's level of transmission to "moderate," however, new data suggests that it could change again to "substantial." The Town of Falmouth, in an abundance of caution, will continue to require masks for all staff and visitors indoors at all Town offices and facilities regardless of vaccination status. We will review this policy weekly and continue to monitor the CDC's designations to determine if changes are appropriate. Changes and updates to this policy will be communicated to residents via E-Alerts, social media, and the Town website.

Property Tax Reduction

The recently approved State Legislative Budget increased the FY2022 State Revenue Share for the Town of Falmouth by $282,120 more than the amount anticipated and approved in the Town’s FY2022 Budget. In addition, the approved State Budget increased the allocation of State Aid for Education to Falmouth Schools by $1.6 million. On July 19, 2021 the Falmouth School Board voted to allocate $1,000,000 of the additional State funding to reduce the local share of the cost of education. Likewise, on July 26, 2021, the Falmouth Town Council acknowledged the School Board decision and voted to allow the Town Manager to reduce the Town portion of the tax rate $282,120--the entire amount of the increase in Municipal Revenue Sharing. As a result of these changes to the FY2022 Budget, the initially approved mil rate has been reduced by $0.54, from $17.97 to $17.43. This will reduce the FY2022 tax bill for a $400,000 home by $216.

Senior Property Tax Assistance

Senior Property Tax Assistance Program Accepting Applications

The Town of Falmouth’s Senior Property Tax Assistance Program is now accepting applications from eligible residents for property tax assistance. The program, now in its fourth year, is open to current Falmouth residents age 62 or older with annual income under $50,000. Both property owners and renters are eligible to apply. Refunds will be determined based on the number of valid applications received. Recipients will be refunded a proportional share of the available program funds based on income level. The total amount budgeted for this program in fiscal year 2022 is $60,000. Refunds for eligible applicants will be paid on or before November 18, 2021. Residents can mail in the application and backup documents to Town of Falmouth, Finance Department, 271 Falmouth Road, Falmouth, Maine 04105. Or call Pete McHugh at 699-5311 to make an appointment to submit your application. Residents are encouraged to apply early. The deadline for applications is October 14, 2021.

WindowDressers Build Opportunity

The Towns of Falmouth and Cumberland are partnering again to offer residents WindowDressers’ insulating window inserts. These wood inserts fit inside existing windows to let all the sunshine and views in while keeping the cold out!

What is Window Dressers?

WindowDressers brings volunteers together to improve the warmth and comfort of homes, lower heating costs, and reduce CO2 emissions by producing low-cost insulating window inserts that function as interior-mounted storm windows.

How Does It Work:

  • Participants place orders for custom window inserts.
  • Trained volunteers make a house-call to measure windows.
  • Everyone comes together at a Community Build to construct the window inserts. No experience is needed. Skills are taught on site.
  • Participants take their window inserts home at the end of the Community Build.
  • Because of the volunteer component, participants enjoy discounts on the price of the inserts and, in cases of need, can even receive free inserts.
  • Everyone benefits from greater efficiency and comfort in heating their homes this winter and in knowing they helped their neighbors as well!

COMMUNITY BUILD: November 11-13, Cumberland Congregational Church

COST: $30-$60 per window depending on size. Free inserts available to qualifying households. Participants are also asked to volunteer at the Community Build.

ORDER: Community Builds have limited capacity. Orders are taken first come-first served. The deadline to order is October 15 or whenever full capacity is reached.

Fall Healthy Lawn Care Made Easy Workshops

The Cumberland County Soil and Water Conservation District will offer multiple workshops on healthy lawn care this fall. Learn how to grow a beautiful lawn that’s safe for families, pets, and the environment while saving money, time, and effort. All classes are $15 and run from 6-8 PM. Questions? A Back to School Reminder from Falmouth Police

The Falmouth Police Department is reminding residents that Falmouth Schools officially reopen on September 1. There will be increased traffic and school buses on our roads along with children awaiting pickup at driveway bus stops. In addition, this will lead to more traffic at and around the school. Please allow extra time and be conscious that our students will be waiting for buses, walking to and from school, and moving about the campus area. The corner of Falmouth and Woodville Roads will likely be congested between 7am and 8am on school days. Falmouth Police will be monitoring this area for safe and efficient traffic flow.

OTELCO Plans Significant Construction Project in Falmouth

Be prepared for broadband utility construction in 2022. The telecommunications company OTELCO is expanding its fiber optic internet services to approximately 840 locations in Falmouth as part of a larger project with the towns of Yarmouth and Cumberland. The map above shows the approximate build area in Falmouth shaded in blue. Construction will occur between February and April and, assuming no unexpected delays, will be completed by early to mid-2022. To learn more about this project, visit otelco.com/builds.

Town Council, Board & Committee Meetings

Town Council Virtual Meeting, Monday, August 23

The Falmouth Town Council will conduct a virtual meeting via Zoom as authorized by Section 28, Policy Eight of the Town Council Rules and 1 MRSA §403-B. The meeting will begin at 7:00pm. The agenda and zoom link can be found here. The Zoom application will allow attendees to connect and participate remotely via computer or phone. The public may also watch (no participation option) the meeting on Channel 2 or on the Town website streaming channel. Check out our Guide to Participating in Virtual Public Meetings. At the Most Recent Town Council Meeting…

The Town Council held a meeting August 9. See agenda and video here. 

There was an Executive Session pursuant to the Laws of Maine to discuss real estate rights, pursuant to 1 M.R.S.A. § 405 (6) (C).

There was an update on the Community Vision and Values Project.

There was a public hearing on an ordinance amendment to Section 19-69 of the Code of Ordinances relative to the Rate of Growth Ordinance. The order was scheduled for the August 23 Town Council meeting.

There was a presentation and public comment opportunity on local funding from the American Rescue Plan Act. The Council will consider a resolution in support of a proposed spending plan at the August 23 Town Council meeting.

The Council did not re-enact Ordinance No.128-2020, an emergency ordinance to temporarily suspend certain provisions of the Falmouth Code of Ordinances relating to outdoor eating areas and outdoor retail display to assist businesses suffering economic loss due to COVID-19. The Council will revisit this item at the next Town Council meeting on August 23. 

The Community Wellness Committee Human Services Sub-Committee provided an update on plans for the FY22 social services funding cycle. At the August 23 Council meeting, the Council will consider a resolution to support the Committee's plan.

The Council approved an order to vote for Maine Municipal Association Vice President and three Executive Committee members.


Planning Board

The next Planning Board meeting will be held on September 7. An agenda can be found here in advance of that meeting.

Board of Zoning Appeals 

The Board of Zoning Appeals will consider the following items at its August 24 meeting. An agenda can be found here.

  • 53 Falmouth RoadDeena S. Ball - Request for Conditional Use Approval under Section 19-54 for a home occupation, to renovate the existing horse barn into an art studio to house small group classes. 
  • 30 Johnson Road – Ashlan & Meagan Oberholtzer -- Request for Conditional Use Approval under Section 19-84 for an expansion of the structure by adding a second floor and reconfiguration of the first floor.
  • Discussion and possible action regarding adopting a policy on remote meeting procedure.
