Summary
Workshop on the draft contract zone agreement for Homestead Farm LLC and Turning Point Development LLC.
A public comment period is not typically included with a workshop item and this item has had multiple public hearings. However, in light of changes made to the document in response to comments at those hearings, the Council will consider waiving Council rules to allow public comment at this meeting. If such a vote is successful, it is likely that public comment will be limited to 3 minutes per person and the public will be asked to comment only on those changes made since the public hearing as outlined on the list attached.

Description
Homestead Acres, LLC has submitted a draft contract zone agreement to the Town Council for consideration. This agreement would govern a proposed multi-lot development at the corner of Mountain Road and Route 100.
The Council has reviewed the conceptual design as well as several drafts of the final agreement at eight different meetings since September 2017. The Planning Board, acting in its capacity as the Town's Municipal Reviewing Authority, held a public hearing on this item at their April 3, 2018 meeting and issued several recommendations.
Documents attached to this item include both a clean and redlined version of the most recent draft agreement. The redlined version shows the changes that have been made since the March 19 version. A separate sheet that lists those changes is also attached, along with a draft of findings for the Council to review. Other attachments include a staff review memo, the report from the Planning Board's MRA hearing, and background documents the Council has reviewed in their consideration of this application including the traffic study, two peer reviews of the traffic study, and the school enrollment projection study.
